To Create a Transaction Step

Create or edit a node and then select File > Save to register the transactions.

This automatically creates a new transaction step containing all the edits and new nodes since the last transaction step.

Note: The transaction file details remain embedded in the model DGN, though you can have it to handle separately using the Export Transactions option.
